Religious Chaplains in State Schools

Given the current Royal Commission into institutional abuse and the number of religious institutions who have been involved in abusing children have then covered it up, moved offenders into other parts of Australia or overseas so they could continue their paedophilic activities, why would any Government think that religious chaplains in state schools are a benefit?
It is not that non religious people do not abuse people but they do not usually profess to know the right moral way to live as religions do.  We had been led to believe that religious people show an example and provide guidance to lay people on how to live a good life. It is apparent with the current revelations this is nonsense. So again the question 'Why would the Government think that religious chaplains in state schools are a  benefit?'
